Over 25 years, he has established, won and delivered £130m+ capital programmes and projects in energy, emerging smart technologies and environment. We’re delighted to have him with us to help take Perform Green forward.
Strategy, innovation and delivery
Bill is a hugely experienced executive board director and who has an exceptional ability to combine high-level strategy with turning innovative solutions into practical delivery.
One of the many reasons we are pleased to have him on board is his ability to look beyond what exists. Bill has a different perspective to others and is able to think ‘outside of the box’.

Bill’s work with Bristol City Council
Over the course of his career, Bill has held a number of high-level positions, including at Bristol City Council, where Perform Green recently established the city’s new Smart Operations Centre.
Bill was Commercial Director (Energy) at the Council, where he developed, led and delivered one of the largest City energy programmes in the UK, with a project capital spend of more than £50m and 40 colleagues.
He also established the Council’s commercialisation strategy and approach, developing its company structure and establishing Bristol Energy, a fully licensed energy supplier. He was Managing Director of the Council’s group company, Bristol Holding and a NED at Bristol Energy.
From September 2017, Bill was responsible for the leadership of Facilities Management, Harbour and Culture Services across the Council. He managed a sixth of the Council workforce – around 1000 colleagues across energy, museums, cultural events, historical assets, archives, council accommodation and facilities, H&S and the operation of the Harbour.
Success in energy and environment sectors
For many years, Bill led a series of successful teams and initiatives in both the energy and environmental sectors. His expertise in these areas will be put to great use with us here at Perform Green.
Between 2006–2013, Bill was CEO of Yorkshire Energy Services, a community interest company. He led the organisation’s geographical expansion, developed its colleague culture and oversaw its growth into an international award-winning CIC.
Under Bill’s leadership, Yorkshire Energy Services grew from four people in December 2006 to 50 by April 2013. It developed into a group structure with turnover growing from £350k to c£18m, with net profits up 700% and geographical coverage across England. The company managed and sourced more than £70m capital programmes with excellent staff retention and morale, winning a number of awards along the way.
Previously, Bill was the environment programme manager at the award-winning Kirklees Council’s Environment Unit. In that role, Bill led a number of leading-edge programmes. Kirklees become the first Council in the UK to achieve whole-council EMAS accreditation, installed 5% of the UK’s solar capacity by 2005, and installed a number of wind turbines.
Bill’s work at the Council also saw him help establish the Salix revolving loan fund, and represent the Local Government Association on the CBI Emission Trading Group, the EST Innovations Grant Panel and at Parliamentary select committees.
